2010-10-27, Paris, France. La Chambre de l’instruction of the Paris Court of Appeals refused to release Callixte Mbarushimana, an alleged leader of the Democratic Forces for the Liberation of Rwanda (FDLR), from custody pending the decision on his extradition to the ICC.
Mr. Mbarushimana was arrested on October 11, 2010 pursuant to an arrest warrant issued under seal by the ICC on September 28, 2010. PTC I found that there are reasonable grounds to believe that Mr. Mbarushimana became an Executive Secretary of the FLDR “Steering Committee” in July 2007 and contributed to organizing attacks on civilians in Nord Kivu and Sud Kivu provinces of the DRC in January-September 2009. He is suspected of being responsible for war crimes (6 charges: attacks against the civilian population, destruction of property, murder, torture, rape and inhuman treatment) and crimes against humanity (5 charges: murder, torture, rape, inhumane acts and persecution)
Mr. Mbarushimana, 47, is a Rwandan citizen. He has been living in Paris since 2003, when France granted him refugee status.
